I fix these 2 post problem,but met a new one

Hi, support team:
I can log in CPAnel and create a MySQL database
But I cannot create or upload any xxx.php files in file Manager in

http://185.27.134.9/index.php

I tried many times, all failed, My directory: public_http still empty
Pls advice why??
How to create and upload my ABC.php file in any root directory???
