Just Created Site But Cant Open

Hello im a student at Computer Engineering dept of CU. Just created a site and http://stockcontrol.unaux.com/ and uploaded some files but site did not open. Then i uploaded a very simple index.php file which is echo "HELLO"; it even couldnt open that page. Is it taking sometime for site being active?
