Very Slow FTP Connection

I'm trying to upload my website through FTP and using Filezilla. It connects succesfully but the upload speed is extremely slow (sometimes 0, sometimes only a few bytes per second). I tried SmartFTP Client as well but nothing changed. Is this something temporary or upload speeds are very low on free plans?
