Problem with MySQL user

Hi all, i'm a newbie here and this is my first post.
i have some question:

Is possible manage mysql user Permissions? (i have a free account)
I have a db and a mysl user, but aparently the user have not the "grant all" on db.
I try do it with phpmyadmin, but i can't.
How i can give total permissions on my db to my user?
Can't view any log too

Can anyone help me?

    yes, but i only need one user, with all privileges...
