Not necessarily, Accounts can be suspended for other reasons. Like mine for example. It was suspended for being falsely accused of spam. It was resolved within a few days.

I know this thread is very old, but in case someone else reads it:
Chat Scripts are forbidden on free hosting and that is why it got suspended.

right! any new users who want to create a site featuring a chat system, don't even try it. please read TOS before creating a site.
